The power industry has completed the target of energy conservation and emission reduction in the 11th Five Year Plan
In order to ensure the smooth realization of the national energy conservation and emission reduction goals, the 11th Five Year Plan for energy development and the national total emission control plan for major pollutants have determined the target values of energy conservation and emission reduction in the power industry. During the 11th Five Year Plan period, the electric power industry conscientiously implemented the relevant national laws and policies on energy conservation and emission reduction, actively promoted "putting more emphasis on the big and reducing the small", constantly optimized the power structure, strengthened the sulfur dioxide treatment, and completed the energy conservation and emission reduction planning objectives of the 11th Five Year Plan in advance, making great contributions to the realization of the national energy conservation and emission reduction objectives.
Implementation of the national total emission control plan of major pollutants
The operation capacity of desulfurization unit (100 million KW) is 0.53. During the 11th Five Year Plan period, 355 desulfurization units were put into operation. By the end of 2010, 578 million KW desulfurization units (560 million KW flue gas desulfurization units) were put into operation. During the 11th Five Year Plan period, more than 500 million kw of desulfurization units were added to realize the comprehensive work plan of energy conservation and emission reduction

During the 11th Five Year Plan period, electric power enterprises conscientiously implemented the scientific outlook on development. At the same time of accelerating development, according to the unified national requirements and deployment, they conscientiously implemented the relevant national laws and policies on energy conservation and emission reduction, actively promoted "putting more pressure on the larger power supply than on the smaller power supply", constantly optimized the power supply structure, accelerated the pace of power grid construction, increased the intensity of sulfur dioxide treatment, and overfulfilled the 11th five year plan All the energy conservation and emission reduction indicators required by the plan have made important contributions to the overall completion of the national "11th Five Year Plan" energy conservation and emission reduction targets.
（1） Power generation enterprises overfulfilled the task of shutting down small thermal power units. During the 11th Five Year Plan period, 76.83 million kilowatts of small thermal power units have been shut down in China, which is 26.83 million kilowatts more than the national shutdown plan. Among them, central power generation enterprises, such as Huaneng, Datang, Huadian, Guodian, and China power investment, have overfulfilled the shutdown plan issued by the state.
（2） The coal consumption of power supply has reached the advanced level in the world. During the 11th Five Year Plan period, the coal consumption of power supply in China has decreased by an average of 37G standard coal / kWh. In 2010, the average coal consumption for power supply of 6000 kW and above thermal power units in China fell to 333 G standard coal / kWh, exceeding the target value of 22 g in the 11th five year plan, reaching the world advanced level. Among the 21 major power generation group companies counted, the average coal consumption of thermal power units of 19 group companies including Huaneng, Datang, Huadian, Guodian, CPI and Shenhua is lower than the national average, especially that of Shanghai Shenneng group company, which is 33g lower than the national average; the coal consumption of power supply of Hebei Construction Group Company and Gansu Power Investment Group Company, which is higher than the national average. Among 106 thermal power enterprises under special supervision, in 2010, the lowest coal consumption of pure condensing unit was 303g standard coal / kWh of Anhui Huadian Wuhu Power Generation Co., Ltd., 307g standard coal / kWh of Datang Ningde power plant, 386g standard coal / kWh of Shaanxi Yulin Yinhe Power Generation Co., Ltd. and 381g standard coal / kWh of Sichuan Huadian Huangjuezhuang Power Generation Co., Ltd.
（3） The auxiliary power consumption rate is declining. In 2010, the national average power consumption rate of power plants was 5.43%, 0.44 percentage points lower than that in 2005. Among them, hydropower is 0.33%, down 0.11% compared with 2005; thermal power is 6.33%, down 0.47% compared with 2005. Among the 21 major power generation group companies in the statistics, 14 group companies, such as Shenneng, zheneng, Huaneng, Datang and Guodian, have lower power consumption rates than the national average; 7 group companies, such as Huadian, Guohua, Henan construction investment and China power investment, have higher power consumption rates than the national average. Among 106 thermal power enterprises under special supervision, Huaneng Dandong Power Plant, Datang International Tuoketuo Power Plant, State Grid Chongqing power plant and Huadian Huangjuezhuang power plant have the lowest service power consumption rate of pure condensing unit, 4.35% and 4.45% respectively.
（4） The comprehensive line loss rate has reached the world advanced level. During the 11th Five Year Plan period, the comprehensive line loss rate of China's power grid decreased by 0.68 percentage points. In 2010, the comprehensive line loss rate of China's power grid was 6.53%, 0.47% lower than the target value of 7% determined in the 11th five year plan, ranking the advanced level of countries with the same power supply load density in the world. In 2010, the comprehensive line loss rate of State Grid Corporation of China (SGCC) was 5.98%, a total decrease of 0.61 percentage points during the 11th Five Year Plan period, 0.32 percentage points lower than the 11th Five Year Plan; the comprehensive line loss rate of China Southern Power Grid Corporation was 6.28%, a total decrease of 1.1 percentage points during the 11th Five Year Plan period, 0.02 percentage points lower than the 11th Five Year Plan period.
Among the seven provincial grid enterprises under supervision, the lowest comprehensive line loss rate is 4.89% in Jiangxi electric power company, and the highest is 6.73% in Fujian electric power company.
（5） Sulfur dioxide emissions from electricity continued to decline. By the end of 2010, 578 million kilowatts of FGD units have been put into operation in China (including over 560 million kilowatts of FGD units), accounting for 86% of the capacity of coal-fired power units in China. During the 11th Five Year Plan period, more than 500 million kilowatts of new coal-fired unit flue gas desulfurization devices were added nationwide, exceeding the target value of 145 million kilowatts in the 11th five year plan, and the target of the 11th Five Year Plan for sulfur dioxide emission of electric power was completed ahead of schedule. Among them, in 2010, Huaneng, Datang, Huadian, Guodian, and China Power Investment and other five power generation group companies discharged a total of 4.439 million tons of sulfur dioxide, down 4.93% from 2009, and all completed the task of sulfur dioxide emission reduction during the 11th five year plan. Among 106 power generation enterprises under special supervision, 73 home appliances factories have 100% sulfur dioxide emission up to standard, 29 home appliances factories have sulfur dioxide emission
